Sheff Wed Deals with Major Issues, Declares Football Regulator

'We will play a key role in football's future' - independent football regulator David Kogan

The team's persistent issues constitute a "significant problem" and the football regulator is seeking powers to investigate clubs in similar circumstances, its new chair the regulator has declared.

During an extensive discussion, the regulator, who was appointed on Monday, showed understanding towards the club's followers.

The regulator engaged with four fan organizations associated with the South Yorkshire club in recent days.

The team have been struggling on and off the field in 2025, with the club delaying salary disbursements on multiple instances, including in September.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," Kogan told.

"Wednesday stands as one of the historic institutions for the English game and in recent days we have met fan representatives.

"We're now looking to get powers... which will permit us to bring Sheffield Wednesday - and other clubs submitted for our review if they require examination and dealt with."

Financial Struggles and Leadership Concerns

The club's controversial proprietor the Thai businessman stated during the off-season he would be open to selling the club at their home ground, but he has failed to complete a sale with interested parties.

Delayed salary payments on time in earlier this year caused limitations by the English Football League (EFL) in June, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although that restriction was lifted in the end of the transfer window.

Official's Viewpoint

The regulator explained: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where people are committed to a community organization that has existed throughout their lifetimes in many cases.

"I have absolute sympathy for the team's plight, as I do for every team that in modern times have encountered failure, or approached financial ruin, for factors unrelated to the fans themselves."

When asked if the oversight body could require an chairman to relinquish a club if they are judged inappropriate, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and know what's going on, we will."

But Kogan stressed that compelling proprietors to divest clubs would be considered the final option and the oversight body would choose to work with them.

"The last thing what we want to do is begin intervening in an specific team, an particular chairman, without being able to work with that owner to try and resolve the issues that the club's facing and the chairman's encountering," the chairman stated.

"In actuality, when you examine the past of football, over the recent generations there have been particular chairmen, not many, but particular people who have shown negligence in the manner they have operated their organizations and finally don't wish to take responsibility for the coming years."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to explain the responsibilities of the regulator on Wednesday and stated it constituted a "proactive meeting" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the football community fails, the extraordinary progress that's been made might evaporate incredibly quickly," the regulator warned.

"This represents everyone's worst fear in the terms of English football is a substantial accomplishment - we must maintain momentum.

"Considerable investment coming into football and has been invested for the past two decades, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to adopt a precise perspective on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the chairman responded: "I'm absolutely committed to the prosperity and expansion as an economic entity of the elite league.

"As someone who appreciates the concern of undermining the top flight as an elite competition of the nation. But concurrently, if you talk to the Premier League after the recent gathering, they would have had a high level of reassurance -and, in fact, they have been informing us confidentially they have a high level of reassurance."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the Commissioner for Public Appointments after he acknowledged providing funds to the political party in 2020.

The chairman contributed funds to government minister the politician's campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the select committee approved my appointment," Kogan said.

"I am no longer involved in any sort of politics."
